Miriam Altman
Professor of Practice 4IR, School of Economics, University of Johannesburg & Commissioner at National Planning Commission, South African Presidency


Dr. Miriam Altman is a recognised thought leader, strategist and economist. She has served in a number of leadership roles driving significant transformation.  

As a member of the National Planning Commission in the SA Presidency, she was a contributor to the National Development Plan and now leads work on the economy, employment, digital readiness, infrastructure, State-owned enterprise performance and education. Reports are available at:  

As convener of the Covid-19 Economists Group, solutions are generated to respond the Covid-19 pandemic. Proposals have been released on areas ranging from macro-fiscal strategy, bond raising, loan guarantees, wage support, employment priorities and a sovereign social bond. The work is at:

As a Director at Altman Advisory, she supports governments and companies in their economic and commercial strategies. To date, this has involved African market development in e-commerce, education technology, electrical hardware, tourism and communications. Currently she is working with the SA Government on its economic recovery plan and its 2045 Infrastructure Plan. Miriam convenes a top leadership group to strengthen China Business Strategy for SA. She is a mentor and investor in digital platform companies at an inflection point.

Miriam was Head of Strategy and Regulatory Affairs for Telkom from 2013 – 2016, responsible for crafting and orchestrating its turnaround. Telkom is SA’s fixed line telecommunications incumbent, a public listed and part owned by the state. Over this period, Telkom went from fast decline, to stabilisation to growth. The share value rose by almost 6 times between May 2013 and August 2015, reflecting renewed faith in Telkom. Telkom is increasingly seen as a state-owned enterprise success story and is again considered to be a competitive player in SA telecommunications.

As an Executive Director at the HSRC from 2002 – 2013 her work focused on economic and employment strategy. For over 5 years, she convened top leaders from business, labour, government and academia to engage in the HSRC Evidence Based Employment Scenarios.

Miriam has economics degrees from McGill University, the University of Cambridge and the University of Manchester. She is a 4IR Professor of Practice at UJ and Adjunct Professor at UCT.
