Profile
Carl Wiper is a Group Manager within the ICO’s Technology Policy and Innovation service. Recently he has had a particular focus on data protection issues in AI and the explainability of algorithmic decisions. He led the project to produce the joint ICO-Turing guidance on Explaining decisions made with AI.
He worked on the ICO’s award-winning paper on Big data, AI, machine learning and data protection. He previously helped to draft EU guidance on profiling and automated decision-making.
He is also involved in the ICO’s joint work with Ofcom and the CMA in the Digital Regulation Cooperation Forum. Before joining the ICO, he was an information manager in local government, and his career has been spent working in information management and research in organisations in the public,
private and third sectors.
