Director, Department of Strategy & Analysis at UKE Poland


Ms. Agnieszka Gładysz is the Director of the Department of Strategy and Analysis in the Office of Electronic Communications (UKE) in Poland. She graduated in economics from Wrocław University of Economics and in competition law from the Institute of Law Studies of the Polish Academy of Sciences. Ms Gładysz also completed a one-year management program for business leaders from the ICAN Institute.

Ms. Gładysz holds the responsibility for analyses of the state of the Polish telecommunication market and regulatory projects assessments for the President of UKE. She manages projects relating to the adoption of emerging technologies, implementation of EU regulations, and necessities of market interventions considering a multistakeholder approach.

The Department she manages prepares UKE President’s strategy and monitors its implementation. Ms Gładysz is an expert of BEREC working groups regarding market analyses as well as establishing and funding of the NGN infrastructural projects. She is responsible for cooperation between UKE and the European Commission in respect of data collection, benchmarking as well as relevant markets designation. Ms Gładysz has been involved in the implementation and monitoring of RLAH provisions. Currently, she cooperates closely with the European Commission in establishing the toll rate model for FTR and MTR. With more than 10 years’ experience in telecommunications and business analysis, Ms Gładysz leads analytical works for the Operational Programme Digital Poland. She is equally responsible for data gathering from national telco providers and management of various open mapping solutions for an inventory of the telco infrastructure.
