Diego Otero is the Head of the Telecom Market Analysis Department at CNMC, the Spanish competition and multi-sectorial regulation authority.
With close to 20 years’ experience at the telecoms industry, he leads the team proposing and implementing regulatory decisions for the Spanish Telecoms Markets. This includes very relevant measures for fostering investments and competition in broadband markets such as access to ducts and poles, FTTH VULA, geographical segmentation and the economic replicability test.
Prior to joining the telecom regulator, he worked for the first Spanish telecom alternative operator, Retevisión (currently integrated in Vodafone), where he dealt with wholesale agreements and implementation of regulated services.
He is MSc at telecoms engineering from Universitat Politècnica de Catalunya (UPC).
