Fernando Hernandez Sanchez, (IEEE SM) received the Industrial Engineer Op. Electronics degree from the University of the Republic, in 1989 and the MBA in Telecommunications Enterprises [with Honor Mention], from the Catholic University, Uruguay, in 2001.
From 1993 to 2003, he was a Chief Engineer in the National Telecommunication Enterprise (ANTEL). He is currently the Telecommunications Dept. Manager in the Regulatory Unit for Communication Services (URSEC) of Uruguay.
He is in charge of Numbering and Signaling National Plans management, standardization and QoS-QoE activities.
His academic training and professional specialization cover telecommunication regulation, including national and international telecommunication policies and technological innovation policies.
He has been an active representative of the Uruguayan Administration in various ITU-D and ITU-T meetings and conferences, and CITEL-OAS-PCCI Meetings, as well.
He is SG2RG-AMR Vice-chairman.
Also, he has worked at the Electrical Institute of the University of the Republic and as a professor in the ORT University. His researches interests include Electromagnetic Compatibility (EMC), Improving Systems and integrated circuit Reliability (HD& SW), as well as testing methods.
