Paulo ValenteDirector of Technology Policy at Cable Europe
Paulo has worked in the Cable Industry for more than fifteen years, having started in one of Portuguese cable operators since its inception. Paulo holds a Legal degree and a Master in Law and Management. Also holds a post-graduation in Financial Analysis and several training certificates in Legal and Economic Regulation, Negotiation, Leverage Buy Outs and Value Based Management. Paulo started to work in Cable Operators as Head of Licensing and Rights of Way Department, having the main responsibilities of obtaining all authorizations, engaging with Public and Private entities to promote due technology understanding. In 2005 became Cabovisão’s Legal and Regulatory Head with special responsibilities in Restructuring Committee related with all contract negotiations with programming content providers and technology vendors, namely PSTN to VoIP migration, Provisioning System migration, among others. Also conducted main negotiations towards DOCSIS 3.0 technological roadmap. In 2010 joined ZON Multimedia, Portugal’s largest Cable Operator, having a position that included being the regulatory coordinator for Portugal’ Universal Service Public Tender participation (where ZON was awarded with an Universal Service Provider License), LTE Spectrum Auction, among several other technical projects where regulatory advocacy was required. Most of these projects had a national and european dimension requiring a close work with National Regulatory Authorities and European Commission.
During this period was also a Board Member of APRITEL (Portuguese Telecom Operators Trade Association) and APMP (Portuguese Multimedia and Digital Society Companies’ Trade Association) and ZON’s representative to ANACOM Consulting Council.
