Director, Spectrum Administration Department at Nigerian Communications Commission


Engr. Augustine Kaonyegwachie Nwaulune FNSE, FIMC, FWASCA, MNIM, (a.k.a Engr. Austine) was born into the family of Deacon Mathias O. and Deaconess, Princess Comfort U. Nwaulune of Issele-Mkpitime, Aniocha North Local Government Area, Delta State, in the wee hours of Tuesday, August 17, 1965.

He holds a PhD degree in Engineering Management from the Atlantic International University, Hawaii, United State of America (December 2019), was conferred with honorary doctorate degree of Engineering by the Commonwealth University, United Kingdom (July 2018), has a Masters’ degree in Engineering Management from the University of Benin, Benin City, Nigeria (1999); a Bachelors’ degree in Electrical and Electronics Engineering majoring in Communications Engineering Technology, from the Federal University of Technology, Owerri, graduating with Second Class Honors Upper (1991); obtained West African School Certificate from St. Patrick’s College Asaba (1984) and Comprehensive Secondary School, Idumuje - Ugboko (1985) respectively; and First School Leaving Certificate from Enuofu Primary School, Issele - Mkpitime, Delta State (1977)  

He is a qualified Engineer, registered with the Council for the Regulation of Engineering in Nigeria; Fellow, Nigerian Society of Engineers; Fellow, Institute of Management Consultants, Fellow, West African Society for Communications and Administration. Maiden and current National Chairman, Nigerian Institution of ICT Engineers; Member, Nigerian Institute of Management;

He is presently the Director of Spectrum Administration at the Nigerian Communications Commission, the Nigerian Telecommunications Industry Regulator. Before assuming this position in Mach 2013, he worked as the Maiden Head of Spectrum Administration Department from December 2009, Head of Spectrum Planning and Licensing unit from 2006 to 2009 and Head of Frequency Monitoring unit from 2001 when he joined the service of the Commission until 2005.

Prior to his joining the Nigerian Communications Commission, Engr. Austine worked respectively as Head of Engineering and Systems Manager of operating Telcos in Nigeria, overseeing the design, installation and maintenance of various capacities of switching and transmission systems, and the expansion of others. He also managed among others the design, implementation, installation and maintenance of wide and metropolitan area networks.

He is a member of the Nigerian radio spectrum governing council; National Frequency Management Council; the Secretary of the Ministerial Technical Advisory Committee for Nigerian Participation at International Fora on ICT; Chairman of the Nigerian Preparatory Group towards International Telecommunications Union (ITU), World Radiocommunication Conferences (WRCs). He is also the Nigerian Chief Spokesperson in the WRCs.

He currently chairs the West African Sub-regional Preparatory Group, and vice chairman of the African Regional Preparatory Group towards the Conferences. He is also the Nigerian Councilor to the African Telecommunications Union.

He has over 25 years of experience in the Telecommunications industry spanning, Technical, Managerial, Leadership, and Regulatory. He is a National, Sub-regional, Regional and International speaker on Technology, Regulation and Policy issues bothering on Spectrum and ICT.

He has been involved in various national industry Committees and Working groups both in membership and chairmanship capacities. Chairs the Nigerian Communications Commission Spectrum Auction Committees with several successful auctions to its credit. He is Chairman, Nigeria at ITU Telecom World Local Organizing Committee for the third term. Chairman National Frequency Management Council Finance Committee, Member, Nigerian ICT Policy Review Committee, Member, Nigerian National Broadband Council, Member, National Frequency Management Policy Review Committee, Co-Chairman 2.6GHz Re-farming Committee, Chairman, NCC Spectrum Pricing Committee etc

.He actively participates in the work of the International Telecommunications Union, He is currently a Vice Chairman of Radiocommunications Advisory Group (RAG), was: Vice Chairman of Committee 3, World Radiocommunications Conference 2015, WRC-15; a panelist on the Internet of Things and Digital Dividends Panel at the ITU Telecom World 2014; Vice-Chairman Committee 5 at WRC-12; Participated at various ITU conferences and meetings; WRCs, World Telecommunications Standadisation Assemblys, WTSAs, World Telecommunications Development Conferences, WTDCs, Radiocommunication Advisory Group, RAG, Council, Plenipotentiary conferences, Study Groups, Worls Summit on the Information Society (WSIS) etc.

He has received several Local and International awards including:

(1) Lumazio Global Aid Mission International & African Update International Magazine Global Humanitarian Support Award June 2019;

(2) Nelson Mandela Foundation Life Achievement Medallion Award of Excellence May 2019

(3) Legacy Interventional Centre Accra and African Update International Magazine Life Ambassador of Peace Award March 2019;

He is an ordained servant of God, Consecrated a Reverend in 2009, Pastor in 2005 and Deacon in 2002. He is married to a great Computer Engineer and servant of God, Engr. Evangelist (Mrs) Freda Isioma Nwaulune, who is a solid backbone, a marriage blessed with 5 amiable Children: Fortune; Favour; Treasure; Praise and David.
