Huang serves as the Deputy Director General of the Department of Information and Communication Development in MIIT. She is passionate and committed to the development of information and communication technology in China and has a wealth of experience and professional knowledge in the field.

Prior to her current position, Huang was a Senior Engineer at the China Academy of Information and Communications Technology. She participated the jobs of mobile communication technology trials, standard formulation, and intellectual property research.

Huang served as the director of the Quality Division, the Department of the Science and Technology Department in MIIT, in charge of promoting Chinese manufactories to apply the advanced methods of quality management and building their brands.

Huang also served as the director of the Network Construction Division at the Department of Information and Communication Development. She was responsible for promoting the construction of China's 5G and broadband networks.
