Mr. Qiu holds a bachelor degree in Electrical Engineering from Shandong University of Technology and master degree in Electronic and Communication Engineering from Nanjing University of Posts and Telecommunications as Senior Engineer, in 2000 and 2008 respectively.

Mr. Qiu joined China Unicom's provincial branches and headquarter since 2000, where he was responsible for the construction and maintenance of China Unicom's mobile communication networks, transmission networks and international networks infrastructure. Mr. Qiu has substantial experience in telecommunication network operations and management, and excels at network technology development.
