Head of Projects at Smart Africa


Seyni Malan FATI is the Project Manager of the Smart Africa Secretariat. Seyni took over this position in February 2018, bringing with him over 14-year rich ICT Regulation experience. 

Before joining Smart Africa, Seyni was the Head of Economics and Telecom Markets at the Regulatory Authority of Telecommunications and Posts (ARTP) of Senegal, from 2015 to end of 2017.

After working at Schlumberger Sema from 2001 to 2004 as a Developer Engineer for Public phones and Electronic Payment Terminals in Europe, Middle East and Africa, he joined the Telecommunications and Post Office Regulatory Authority in February 2004.

From 2004 to end of 2015, Seyni has held the positions of Head of the Interconnection, Audit and Tariff Department, Head of the Networks and Services Division, Head of the Traffic Control Division and Head of the Telecom Markets Department. He has led and participated in several projects and studies such as the development of the strategy of the Universal Telecommunication Service of Senegal, the audit of the costs of licensed operators, the implementation of unbundling the local loop, the approval of interconnection catalogs of the powerful designated operators, the transition to a new numbering plan in 2007, the implementation of number portability, operator QoS measurement campaigns and the identification of subscribers in Senegal.

Seyni was also the Chairman of the Economic and Legal Committee for setting up an exchange point in Senegal and was coordinating the commission responsible for drawing up a report on the impact of OTTs in Senegal.

Lastly, Seyni was one of the focal point for the West Africa One Area Network implementation

He has been actively involved since 2005 in ITU-RGS3-AFR and is currently Vice-Chairman of ITU-T Study Group 12 about QoS.  He is also Chairman of the African regional group of the Study Group 12.

Mr. FATI, after a year of mathematics Superior in Paris, went to the Polytechnic School of Montreal to be a Telecom Engineer in 2001.

Mr. FATI is passionate about sports, especially football, fan of PSG and ARSENAL. He is one the Vice-Chairman of his childhood district football team named ASEC KUSSUM. Seyni is an active member of the LIONS CLUB INTERNATIONAL in the DAKAR BAOBAB club in Senegal where he held the positions of Secretary and President.
