Zhong is an Assistant General Manager of the Securities Commission Malaysia's Digital Strategy and Innovation Business Group. He leads the Innovation function in the SC which regularly scans the market for new innovations and advises the management on the appropriate regulatory response.

Zhong also plays a key role in defining and implementing the SC's Digital Agenda for the Malaysian Capital Market.

The SC has recently announced a regulatory framework for Digital Asset Exchanges (DAX) in Malaysia, with 3 registered DAX operators, and have published a public consultation paper on a regulatory framework for Initial Coin Offerings (ICOs) in Malaysia.
