Richard feels immensely privileged in his role. He has held the tiller for Communications Data since 2013. He now also leads for Targeted Interception, Targeted Equipment Interference, incorporating these elements of the developing ‘SIN’ network. He represents NPCC on many fora. He chairs/co-chairs Boards for CD Professional Oversight, Data Communications Threats, Strategy Group with CSPs, Sensitive Equities and CD Capability Integration.
A former SIO, SIM and Head of Crime; he has also worked in specialist security environments, cyber responses and internationally, on organised crime including with United Nations on human trafficking. Richard coordinated the establishment of the Independent Digital Ethics Panel for Policing in 2015 and regards digital ethics as hugely significant for ‘policing by consent’.
He is presently working on a range of strategic areas which include digital research, innovation and operational capabilities in collaboration with the new CD, TI and TEI Partnership, TRACER and the ACE (Accelerated Capability Environment). Additionally, he is SRO for the Cyber Specials/Volunteering Programme. He has recently commenced doctoral research into policing, security and public safety in the ‘Fourth Industrial Revolution’ to question if law enforcement will match such challenges.
