Carrie Hackenberger serves as Executive Director of the Colorado Telecommunications Association and Principal Lobbyist at Hartley Blunt Strategies. A skilled public policy advocate, she guides clients through complex legislative challenges nationwide. Previously, she was Associate Director at the American Petroleum Institute Colorado, leading legislative and regulatory efforts statewide.

A recognized Colorado leader, Carrie was honored by the Denver Business Journal in its 2022 40 Under 40, its 2020 Outstanding Women in Business list, and received the 2019 Experience Energy GRIT Award.

A proud Colorado native, she holds degrees in Business Administration - Computer Information Systems from Colorado State University and a Master's in Global Energy Management from the University of Colorado Denver.
