Profile

Phil is a serving senior police officer of 21 years, having delivered in a variety of operational and strategic roles in 3 Forces. He is currently the technology lead for Greater Manchester Police and the Programme Director for a significant undertaking to replace legacy operational systems, including command and control, records management, intelligence, custody and property. He led the successful delivery of widespread mobile technology use in GMP, a number of academic partnerships on behalf of GMP, and has wider interests in data and complexity science in policing.
