Profile
Brian Larkin serves as Team Lead for international 5G engagement by the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce. In this capacity, he coordinates a team working to expand global consensus and cooperation on priorities like Open RAN, and he has played an instrumental role in developing multiple concrete frameworks for international partnership on this and related issues. Prior to joining NTIA, Brian was the first Director of Cloud Policy at the Internet Association in Washington, DC, launching this practice area for the group. He was also a Brookings Institution fellow with the U.S. Senate Committee on Finance, where he worked on a wide range of trade issues but primarily focused on the global digital economy. Finally, Brian also previously served as a policy analyst on digital services at the Department of Commerce's International Trade Administration, where he drove policy development on key digital trade matters, advised principals on the technology sector, and routinely engaged with international counterparts. Brian earned his bachelor’s degree from Villanova University in Pennsylvania and his master’s degree from the George Washington University in Washington, DC.
