Tony leads Promontory’s conduct and governance work, with a particular focus on operational resilience. He has advised insurers, banks, and conduct credit firms on outsources oversight reviews, establishing a view on ecosystem risk for an FMI, reviewing control frameworks, and training Board and executive members on SM&CR. He is an experienced Skilled Person, having led a Bank of England directed Section 195 review for a recognized Payment Systems Operator focusing on governance, risk management, and member oversight, as well as having conducted an FCA commissioned Section 166 review of a UK Bank’s treatment of financially distressed SME customers. He has just completed an assignment to advise on the compliance and governance resourcing of a major general insurer.
Tony joined Promontory after an extensive career at the Financial Ombudsman Service (FOS), where he served as Chief Ombudsman and Chief Executive. He previously held senior roles in energy regulation, focusing on competition policy and delivering operational change.
