Artur Coimbra de Oliveira is a senior telecommunications policy and regulatory executive with over 20 years of experience across government, regulation, and institutional advocacy. He has held leadership roles at Anatel and the Ministry of Communications, including Director of Broadband and Secretary of Telecommunications from 2011 to 2022, contributing to flagship initiatives such as the National Broadband Program and strategic satellite projects. He later served as a member of Anatel’s Board of Directors until 2024. In 2025, Mr. Coimbra joined F2 as a consultant, supporting institutional strategy, regulatory positioning, and engagement on behalf of relevant associations and companies. He holds law degrees from the University of Brasília and an MBA from Fundação Getúlio Vargas.
