Chen Hui, as the Deputy Director of Industry and Planning Research Institute of China Academy of Information and Communications Technology, is responsible for consulting and policy-making research. He has 25 years` experience in the ICT sector, including network planning and design, international communication and policy-making support, finished tens of studies and projects for MIIT, China Mobile, and China Telecom. In recent years, he participated in the drafting of national strategy and policies, such as "Broadband China Strategy", Cyber power”.
He has more than ten years` experience in international cooperation. He engaged in ITU-T, Council, UNDIO, and ESCAP activities and related conferences, and ever served as Rapporteur and Vice-chairman of working groups.
He graduated from Peking University and got his PhD in 1995, and studied at Michigan State University in a Visiting International Professional Program. He obtained the Professorate Senior Engineer in 2019.
