Dr Mahlangu is the Group Executive: Regulatory Affairs and Government Relations at Telkom. He is responsible for the Group’s strategy and approach to regulation. His area of responsibilities stretches over technical regulation, spectrum and international regulation, regulatory economics, policy and regulatory compliance, and government relations.

By virtue of his position, he is at the heart of market regulation, merger and acquisitions, the role of bid tech and the impending licensing of high demand spectrum in South Africa. He loves reading about technology, philosophy, and politics.

Dr Mahlangu is an attorney. He began his career at Webber Wentzel, one of the top tier law firms in South Africa, where he specialized in Technology Media Telecommunications. Later, he co-founded MNMR Attorneys, a boutique black-owned commercial law firm. At MNMR, Dr Mahlangu specialized in telecommunications regulation and competition law. After the merger of MNMR with Edward Nathan Sonnenbergs, Dr Mahlangu became a director in the litigation department. After ENS and prior to joining Telkom, Dr Mahlangu had a stint in government as the Special Counsel to the Minister of Public Enterprises where he advised on corporate governance and oversight of state-owned companies.

Dr Mahlangu holds a BA, LLB from Rhodes University in Grahamstown, and an LLM from the University of the Witwatersrand. He recently completed his PhD in Public Law at the University of the Witwatersrand where he invested the balance between certainty and legality.
